first of all, i’d like to thanks those guys who give comments on my entry “top 20 colleges of the philippines” way back last may 10 of this year. this is an old entry yet many are still adding comments bout this. the most intriguing comments are from alison of university of asia and the pacific and vladimir of colegio de san juan de letran and from la salle.

before i let you read the article of boo chanco’s article which is published in sun star may 09, 2005 so that you can have an idea what is the article meant to. please consider reading my comments and answers your remarks.

to alison, vladimir, jharkem, and the anonymous of la salle, the criteria is not based on the paascu accreditation levels. this ranking is based on the schools performance in board exams. the ranking of the school is based on the average passing rate of graduates of colleges and universities in the board examinations of all courses that require it for the practice of a profession. so paascu has nothing to do with this ranking because it was really based on the outputs of the schools graduates during licensure examination.

the ranking is also based on national passing percentage of the school and not just on the passing percentage produce by the school. even if the school got 100 percent passing because all of its students passed the licensure exam, that doesn’t guarantee a ranking. the population or the number of licensure exam takers coming from a specific school is also counted. the school must have a good quantity and a good quality of examinees.

guys, don’t feel bad about the ranking. when i read this article last may, i’m also feeling the same way then because my school is not in the list yet we are at par with the most of the colleges in mindanao listed here. my intention of putting that entry is not to discuss the ranking of the schools performance and to discuss which is the best colleges and universities in the country, but to show to the parents that there are some colleges in the country side that are also produced quality graduates.

There is a material circulating among various e-groups that supposedly ranks the country’s top 20 colleges and universities based on a study conducted by the Professional Regulation Commission (PRC) and the Commission on Higher Education(CHED). The ranking supposedly used the average passing rate of graduates of colleges and universities in the board examinations of all courses that require it for the practice of a profession.

This study is now supposed to be done every 10 years. This particular ranking is supposedly the result of the first study from 1992 to 2001. Eleven schools come from Luzon, two from the Visayas and seven from Mindanao.

My problem with this material is that I am unable to confirm it independently. I checked the website of CHED and didn’t find it there. I tried sending an e-mail to CHED, to the address published in their website, but it bounced. Still, for whatever it may be worth, I want to share this list with a wider audience if only to provoke some discussion on where one could get quality college education in this country, given problems with education pre-need companies and family finances in general.

If the basis of this listing is authentic, it tells us that one need not spend a fortune in tuition and other fees of the so called exclusive schools in Metro Manila because there are a lot of good schools out there in the countryside. This is an important consideration for parents who live in the provinces and who are probably agonizing on whether to mortgage the family home to raise the funds needed to send a child to college in Manila.

The most expensive university in Metro Manila is not even in this list. So maybe, given the difficult financial situation today, sending the kids to study in Manila is not necessarily a good idea any more. There are good schools out in the regions. I also believe good students would do well anywhere provided they have a serious desire to get a good education. There is even one college on the list from Butuan that I have not heard of, and it did better than La Salle. The better Ateneo is in Davao, not at Loyola Heights.

Of course the top university in the list is UP Diliman, which makes me feel good. I am happy to note that contrary to what I hear in many circles, the quality of a UP education is still tops. Then again, the overall standards might have gone down too, but that’s another story.

So, here it is, but with the caveat that I decided to use it even without independent verification because of the urgency of helping parents who are making up their minds now, a few weeks before school opening time. The list sounds plausible enough.

lanzones festival

my home province ends it's yearly lanzones festival yesterday. the lanzones festival is a four-day grand festival of the island's agriculture and tourism industries and it is culminated by street dancing and highlighted by a tableau presentation showing the richness of the indigenous culture of camiguin. this festival includes pageants in the town of mambajao, an exhibit of agri-cottage industry products, barangay beautification, indigenous sports, grand parade of the lanzones which is the golden and extra sweet fruit found in the entire province of the island.

it is said that the sweetest lanzones comes from camiguin island. through gma 7's kapuso mo jessica soho documentary, the lanzones festival of camiguin is featured last saturday. jesicca posed a question: "where could you find the sweetest lanzones in the country?" well if you watch the documentary, you can say it's camiguin island. 3 out of 4 voted camiguin's lanzones is the sweetest through their taste tests among other lanzones from davao, laguna, mindoro and cagayan de oro (misamis oriental).

agriculturists in the province points that the volcanic soil of the island which is very rich on pottasium is the cause of sweetenes of the lanzones. well, i think i have to research on the pottasium what it can help to fruit industry.

lanzones is a tropical fruit that grows abundantly on the north-central coast of mindanao. the lanzones fruit has a pale brown skin and sweet translucent flesh. in camiguin island, harvest usually starts in august and end in december. but the most peak and abundant season is in mid-october. that's why lanzones festival is celebrated every second or third week of october. this is also the month that the fruit is sell at 15 to 20 bucks per kilo. and that's only in camiguin island...

i heard this once, when this band, the ambassadors guesting in myx last week, july 23, 2005. the song seems funny but, my god it captured my senses. i love this song, it tells me how bisaya loves. we have a saying in bisaya as "gugmang way pag lubad," translated as "love that never fades." due to my resourcefulness, i do get an mp3 format of it, thanks to marc palomares. i kinda trim it down, deleting the clapping of hands and the background videoke machine, and fade it out a little at the part end to delete almost of the clappings. well if you want to hear it guys, just email me at touchkey.badzkey@gmail.com or request it at the comments below.

muslims asked to back mindanao independence

in my last post, june 16, 2005, mindanao calls for an independence if pgma will be ousted using mob rule. two political figures from mindanao, davao city mayor rodrigo duterte and davao del norte rep. pantaleon alvarez are advocating the idea for the mindanao republic.

a muslim council chaired by amina rasul, the philippine council for islam and democracy [or pcid] urging its own brother muslims to support calls for a mindanao independence. in their statement, the pcid said that muslims should heed any serious call for mindanao independence.

amina rasul added with questions: "what has mindanao been getting from being part of the country, anyway? poor share of the fruits of national development? social, economic and political instability."

yes, the questions of amina rasul is striking and true. mindanao shares 65% percent of the country's domestic goods but it is given only a meager part of the national budget.

whatever happens to this congress inquiry, i hope they will be careful enough to remove the president from its seat using legal means. or they will suffer losing the country's most valued asset, the mindanao.

secession

this word came into my mind when i was reading the title of ramon tulfo's on target: mindanao to declare independence if pgma is ousted.

secession is the act of withdrawing from an organization, union, or political entity. typically there is a strong issue difference that drives the withdrawal.

pgma's ousting through mob rule is the strong issue difference mindanao will declare independence.

i know mindanao can stand on its own if it will secede from the philippines, considering its vast resources [forests, mines, aquatic resources, rice, bananas, copra and many more]. with an estimated population of 20 million [with 2 million muslim brothers], thats more than enough human resources.

65 percent of the philippine's gross domestic product are produced from mindanao but it's very sad to know that the second biggest island gets only 30 percent of the national budget and 15 percent of the proceeds from foriegn loans reaches mindanao.

though this issue is not new to me, a certain ruben canoy, a political figure from cagayan de oro city have been discussing this one, many many years back. now the idea is back again. two political figures, davao's proud mayor, rodrigo duterte and former congressman and transportation secretary pantaleon alvarez are strongly advocating the idea to fellow christians and muslim brothers to the plan of seceding from the philippine republic.

they said that almost 60 percent of the military assigned in mindanao are for it. insurgency problems will not be an issue considering muslims will rule themselves and christians theirs. a federal republic government will be installed if ever this will might happen, the one advocated by sen. aquilino pimentel . when this issue erupted many years ago as canoy as the proponent, people in mindanao are divided of the plan. with many problems that continue to bombard the country, graft and corruption, financial instability, scandals, unemployment and many others, i think 60 to 70 percent of mindanaons support the mindanao independence. i am also for it and don't ask me why and don't base my opinion because i'm from mindanao.

whoever might be our leader, this country remains as what we are today facing huge problems that it doesn't know how to solve it. oppositions [as name implies] are not even rallying and supporting its leader, yet they have to find ways to cripple leadership so that will rule next. filipinos are sick and tired of all of this.

mindanao is also sick and tired and running its own government will might solve the problem for mindanao. if mindanao will push through with the secession plan, philippines will be crippled considering the 65% domestic goods produced are from mindanao but it will save 30 percent from its national budget.

on a lighter side, you will need visa even if you only want to go to bohol [the summer fiesta capital].

parallelism

the title is not about english grammar, parallel. this is all about the parallelism of the watergate scandal and this wiretapping headlines in all daily broadsheets.

i don't really want to write about ex-nbi deputy director, samuel ong's allegations on the taped conversations of pgma and commissioner garcillano. reasons are, [1] originality, i hate copied works [this is just like u.s. watergate scandal which results to nixon's resignation] , [2] ong himself is also tainted, he has personal interests [nbi directorship], [3] he has no loyalty [switching from one group to another whom he thinks advanteagous to him and give him gains [from erap to arroyo to lacson], and [4] he is afraid to die [if he claimed to be loyal and patriot and telling the truth, what he is afraid of?].

as what i expected and timed. when paguia presented last week the alleged taped conversation of president arroyo and garcillano, a maximum of 5 days, a pinoy "deep throat" will emerge. and last friday, a man, whom he claimed to be loyal to his countrymen and patriot and has pity in his heart for his countrymen, hold a press conference and claimed he has "the mother of all tapes". so meaning, bunye and paguia's tapes are just "children". and all the mp3 formats we have downloaded from inq7.net and pjic blog are "grandchildren" i wonder who is the "father " and "grandfather" of all this tapes. only sammy knows it.

i have already written that this issues about wiretapping are just parallels of the u.s. watergate scandal. mark felt [the deep throat] is the u.s. fbi deputy director, samuel ong ["hoarse throat" claimed by wycoco] is the philippine's nbi deputy director. the two dreamed of directorship but they were overlooked by their serving president.

i just only hope, samuel ong can survive and fight to the end. he needs to have "big guns" to fight.

machong drop-out [istambay me]

the title above is the segment title of the i-witness documentary aired last night, monday, june 13, 2005. the documentary talks about the widening gap of boys and girls in school.

the feature topic was the alarming number of "boy drop-out" in most of the schools in the country taking ramon magsaysay high school in cubao as example. while more boys tend to drop-out of school in the middle of a school year, the girls on the other hand are doing well in class, i. e. getting good marks in achievement test, getting higher grades in most all subjects.

it's true that there are many girls inside every classroom, in a typical class of 50, 30 or more are girls, leaving 15 to 20 for boys. and it's also true that are more boys tend drop out of class in the middle of a school year. but why?

the i-witness staff also scour inside the quezon city jail and interviewed some of the inmates. all the inmates interviewed are drop-outs or didn't finish high school. peers and friends involving in drug addictions and other vices are most of the reasons why they drop-out.

there are many questions raised: why are boys and girls so different? are girls just smarter or are they raised differently? while much of the world worries about the "disadvantaged girl-child," the situation in the philippines is the opposite, with boys clearly more disadvantaged in basic education. this was answered last night by a basic education specialist, but i'm very sorry i forgot the name of the lady, howie interviewed. she said that, girls are far better than most boys today because the teaching method used in almost schools in our country are mostly listening and seeing symbols written in front of them, setting 5 to 6 hours a day. girls are more focused using this skills, that means boys are poor on listening skill, they are more hyper-active, their attention span is not that much compared with the girls and boys like to learn things actively. she added that because of the household responsibility of this girls at home like watching their younger siblings, cleaning the house, and cooking, girls are more responsible than of todays boys.

in 2005 philippine population forecast of 85.2 million, there are 36.25 million ages 5 to 24 . if educational age starts at 3 and reaches up to 24 then there are suppose to be 36.25 million students in all levels of education starting from preparatory up to tertiary. of these 36.25 million, 18.4 million are males and 17.85 are females. that means there are almost same number of males and females.

in my assumptions based on the figures above, there are 3.9 million to 7.5 million males not in classroom this year which is very very alarming. the government should act on this quickly.

after a week mark felt, the 2nd fbi guy during nixon's era admitted that he is indeed "deep throat" who kick nixon's ass out of the white house. this time another group in our country, seems to do the same "watergate scandal" to put our government again out of balance.

and there are seems to be in parallel between the original u.s. watergate scandal and this "pinoygate" scandal. (1) the plot is election, presidency, (2) involves are wiretapping, eavesdropping and bugs, (3) according to this paguia, someone handed him the tapes, name and personality withheld (like deep throat).

anyway, attempt to detabilized the government not a new business, but this wiretapped conversations between the highest position in the country and one government official on the topic of election results is something new. but the style is takin from the watergate style. correct me if i'm wrong.

i have the four recorded conversations in mp3 format downloaded via inq7.net, the two of which claimed by malacañang as original and the other two are altered. i listen only a part of the two mp3 format because it's quiet long. and i don't bother reading the scripted form since it's difficult to probe what is different between this claimed original and altered conversations. i know i can find something odd between the two, from which i'm not wrong. i find a few that might put a big weight the difference between the two files, if the inq7.net techie guys put it as a the same when they got it. (1) i notice the volume level of the two, a difference of 1 volume level i think. from my point of view, why alter the volume level if you want to prove something on the conversations. for me it's hard to compare the file, so using a program called goldwave, i set the volume of the altered conversation i notch higher for have a good comparison of the two. (2) i notice a different voice of "gary" in the altered conversation, the voice is quiet young. hmmmmmm.... (3) now this will put a great weight the difference of the two. i trimmed a part of the conversation, with camarines as the topic of the two voices and i did directly notice the difference. i notice the "ahhh.." of this guy named "gary" in the altered converation. "ahhh..." and all of what is heared in the recording should be put also as part of the transcript form conversation to identify in the first place the difference of the two. i think they did not notice it, because they are more focused on the words coming from each mouth of the two voices here. but anyway, if you try hear it clearly, take note of this phrase "ahhh... good evening mam." that should put clearly the altered claimed by malacañang is indeed doctored.

my analysis is, when this group find this recorded conversation on hand and listening to it doesn't give much descredit to pgma, they altered it. how? i'm not sure how they did it, but few techie guys abroad or even here did it. with our vast resources of technology nowadays, it's very possible to do it. first, i think they erased this "gary" voices from the original conversations. second, they find such guy, or audition such guy with the almost the same voice as "gary", then have him read doctored scripts then paid him for his service. third, incorporate the voice of the "new" "gary" voice in the conversations. fourth, fine tuning the conversation as if nothing is altered. oooopsss... i nearly forgot, the last part of it, setting the volume level 1 notch below the original. there you have a new doctored conversation.

very nice work. i think, they painstakingly do it in months. but they aren't good enough... tsk! tsk! tsk!

locator and tracker

i have read from atty. sassy’s blog site about flaws on smart’s mobile phone locator service or location based service (or lbs). gps is the first and maybe the most reliable location based service available today. but with the cellular networks explosion, gsm seems to be the right second candidate to offer this kind of service. unfortunately, from day one, gsm (cdma) and even 3g were not designed with location capability in mind. in order to provide this service, gsm operator has to invest for additional equipments in the network.

based on radio parameters, several techniques can be used to locate a mobile handset. depending on the application location precision need, different technologies can be used and location process starts from the simple “serving cell id” up to very complex radio parameters measurements and correlation taking into account path loss prediction models. in gsm location technology, radio location could be based on: (1) received radio signal strength which is the main criteria used by the mobile terminal to select the serving cell (cell site), (2) propagation time measurement on time of arrival (toa) or time difference of arrival (tdoa), (3) angle of arrival (aoa) and (4) multi-path analysis.

all this techniques can be combined to improve the location accuracy. the bad news is that all these techniques do not work well in a dense urban area where strong multi-path propagation occurs. in such a dense area, it’s very difficult to build a mathematical model linking all together distance and either radio path, or propagation time delay, or angle of arrival.

for security and emergency linked applications in rural area, a 3d precision of ten meters could be required but not so possible. that’s why smart’s location based service commercial in tv is featured in a rural area. on the opposite, for information services, like finding a hotel in the vicinity, a 2 dimensions 500 m precision is acceptable in dense urban area. globe’s location based service on the other hand, does not in fact point the exact location of their parents traversing edsa, much worse, their parents are traveling in car which passes multiple cell sites.

all gsm network provider has the capability in providing location based service, but the question is how reliable and how precise the service will be. that’s the reason why sun doesn’t provide this service. one thing, if this locator service is truly accurate, then it could help in minimizing phone theft and robbery. sad thing it’s not.

to provide you a very short idea how cellular telephony system works, here’s a few description of the three major parts of the system. mobile phones get their network provider signals from base transceiver station (or bts), or simply cell sites, or in lay mans term, the white and orange combination towers we used to see on top of the buildings and in many areas. the base station controller (bsc) then controls one or multiple cell sites' radio signals, thus reducing the load on the central switch. performs radio signal management functions for base transceiver stations, managing functions such as frequency assignment and handoff. the central switch that controls the entire operation of a cellular system is called mobile switching center (msc). it is a sophisticated computer that monitors all cellular calls, tracks the location of all cellular-equipped vehicles traveling in the system, arranges handoffs, keeps track of billing information, etc.

united states 911 uses some of the methods refered above like time difference of arrival (tdoa) and angle of arrival (aoa).

a victory for consumers

this is the title of the editorial of manila standard today. the editorial discusses the ruling of the national telecommunications commission on the issue of sun cellular's 24/7 program.

the ntc laid fair ground rules for all, but it's the consumers that was really favored with the ntc ruling. why? because smart and globe does not have any excuse that their network might congest when offering such unlimited service to its subscribers.

this is taken from the editorial section of manila standard online:

but "innovative pricing plans" or unlimited call and text programs are different, the ntc said, and operators will be allowed to set their own minimum standards for these plans as long as two conditions are met:

the standards are spelled out and submitted to the ntc before the plans are offered to the public; and
the standards are disclosed to the public “through publication in all their advertisements and other forms of information to the public."

the disclosures should be in simple and easy-to-understand language and must be approved by the commission, the ntc said.

in ruling as it did, the ntc put an end to the unseemly travesty of two giant carriers, in the guise of protecting consumers, picking on an upstart competitor that dared to compete in terms of price.

sun cellular does ask national telecommunications commision to issue a temporary directive of grade of service and drop call rate with this kind of service [the buffet pricing]. the implications here is not that, sun cellular can't compete with the two giants smart and globe with their standard. it is to give ample time to the company to expand its network and to increase capacity.

most of subscribers who choose sun’s unlimited plan knew that there would be an exchange in quality in exchange for such lower price. but they still choose and try the service. choose wise and choose what's right for you.

this time, its not "another first from smart" or "making great things possible from globe". sun cellular is the first one to make buffet pricing innovations.

sun cellular [david] won the fight against smart and globe [the goliaths]. the ruling from ntc came out last monday evening, but it's only this morning it was release in newspapers. the ruling is advantageous to sun cellular after ntc lift up it's 2002 circular requiring wireless networks to maintain a stringent set of rules to maintain high quality network.

the ruling is not intended to favor sun cellular but rather the consumers. with this new directives from ntc, smart and globe will force to lower their prices and join the buffet pricing in sending text and voice calls.

for this, the wireless network can set their own standards for different pricing plans, as long as subscribers are informed these standards entail. but the national telecommunications commission told the companies to improve their standards in 2 years, improving it by 50 percent from the current standard.

according to solis: "these simple rules will lead consumers to know and expect more from the market players. at the same time, it will give the players enough time and room to upgrade and invest in better facilities to ensure that quality of service that their subscribers deserve.

this news article from manila bulletin online makes me miss my hometown, camiguin island. the news article is well written and entitled "the best of camiguin".

why this article makes me miss my hometown? because almost of the things mentioned quiet reminisce me when i was still there at camiguin island.

we will start with the place offshore native restaurant. this place is not far from our house [approximately 200 meters] , usually me and my brothers just take a walk if we feel the urge to drink a few bottles of san mig light or red horse beer and devour fried chicken or sisig. sometimes, we will go there with some of co-workers at camiguin polytechnic state college [cpsc] for "booze bonding".

the gui-ob old church, why should i forget this place, this place is located in bonbon, catarman, camiguin. this place has lots of lanzones and mackerel [tulingan]. i will never forget when me and my cousins drink 2 gallons of cooter (a mix of 1 gallon tuba, 12 oz. royal tru orange, tablea, 1 native egg) here with lanzones as pulutan at the back of this old church overseeing passing fishing boats.

this is the last place i have visited when i leave the island, katibawasan falls. this place is near to our land property situated in kabuhi and kabunuan. this place is always be in my heart, i use to bring my classmates here whenever we will go to kabuhi or kabunuan for a fresh buko, lanzones, or green mangoes.

though there are lots of beautiful sceneries and attractions in the island, my most favorite of all spots in the island is the ardent hot spring.

there are still lots of places you can enjoy while you are in camiguin island. your 3 days will not be enough if you want to enjoy each of the beautiful spots in the island. you can view all the 22 unique attractions the island can offer in the camiguin island portal below.

now this makes me salivate. for my entire 2 years here in manila i haven't eaten kilawin here or "kinilaw in visayan dialect. i have tried preparing once with no "tabon-tabon" nut and it turns out not the way i like it. maybe because i used to have tabon-tabon nut in our kilawin back at my hometown. the tabon-tabon will give the kilawin a mild astringent and bitter taste. now it make me salivates some more.

the article mention this camiguin highland resort as relatively regarded as camiguin island's finest. though haven't been in this place yet because when leave the island this place is not yet establish. but don't mind if i have to feature the resort here, that is because my brother has been an employee of this resort before he entered the seminary just this month. my brother wants to be a priest. well, we pray hard and wish him luck.

back to the resort, ths is quoted from the author of the article: "it is situated in orasan, soro-soro, mambajao, camiguin, this resort’s in-house café boasts of a wide selection of food, from tropical burgers to club house sandwiches—chinese laureatte to pinoy breakfast meals—meuniered prawns with sweet sauce to chicken cordonbleu—well enough for a mealtime fill."

to top that "the best for some sure food and comfortable reception, one need not think twice in choosing camiguin highland resort, with staff service equaling famous restos and hotels in manila."

manned by highly service-oriented staff, trained at camiguin school of arts and trade [csat]. now here where my mom works as vocational instruction supervisor. csat is as tesda supervized school.

this is from manila standard today editorial section, titled state's responsibility.

"at a press conference, education secretary florencio abad said the department expects 17.6 million students in public elementary and high schools when classes begin in june but five million of them will have to sit on the floor because there aren’t enough tables and chairs."

this is the proof that i'm not joking bout my experiences when i was still in college (standing in class during lectures, spending half of our time finding vacant rooms in our entire campus, getting evicted in the middle of our class because other class is supposed to be the right one to use the room). maybe back then the school is still learning to stand up from the students strikes for the school's president.

the editor is right, "all taxpayers should be outraged at the news coming from the department of education this week." now they're asking donations from private sector. of course we know that our education department doesn’t have enough resources, but they should find solutions to this problem. i hope the top 10 richest congressmen can help.

my question is, the government alloted 1 billion for new school buildings for this years budget, when it would be spend? my goodness gracious... now this makes me angry. thanks god, i'm no incredible hulk.

this makes sense why students from public school is less competitive than private schools. of course you can't focus to listen to your teacher while you are standing or setting uncomfortable. of course there are also problems of lack of books and other materials needed for the teacher. almost all teachers, make personal sacrifices by setting part of their meager salary to buy teaching aids for their students.

whew... i can't stop thinking we're we heading to? are our leaders, driving this country with their eyes close? maybe...

gov't. to lose 200 million from freezing tuition fee

the country will be coming short off of 200 million from freezing tution fees on all government colleges and universities. this was represented by representative rolando andaya jr.

from yesterday's news on major broadsheets, pgma ordered to freeze mrt fares and tuition fees on state owned colleges and universities. according to press secretary bunye, "we feel we can still absorb the cost of operations. this only shows the sensitivity of the administration."

the forecast represented by the chair of house committee on appropriations rep. rolando andaya jr. is actually p188 million, but these losses, he added, can reach p200 million once the forgone revenues from the 59 vocational and technical schools supervised by technical education and skills development authority are added in. the result, expansion plans of state colleges and universities will have to be postponed.

their point is to make sure that young people will remain in college despite the crisis. ok, i will agree to their objective on this.

one thing i don't agree is that they think, the expected losses can still be recovered if the number of enrollees would increase, especially with the expected transfer of students from private schools to state-run educational institutions. are they not thinking or they refuse to think that state colleges have to limit their number of students because they can't accomodate them because of lack of instructors, clasrooms and facilities like chairs and computers?

i don't think that tuition fee increase will be that much higher. imposing a five increase might not be a big burden to the parents because of the socialize tuition fees offered in many state colleges and universities.

this loss of 200 million will greatly help state-run colleges who are in dire need of other equipments for the school like chairs and computers. i still remember until today that me and my classmates cramp up on 1 chair (some are standing) and we spent almost 30 minutes on scouting rooms for our next class with our professor in the lead. yes... you might find it funny but it's the truth.

i got this list from philippine star demand and supply by boo chanco. the list contains 11 from manila, 2 from visayas and 7 from mindanao. although my alma mater mindanao polytechnic state college [mpsc] from cagayan de oro city is not in the list, i was very happy because 35 percent of the schools are from mindanao. here is the list:

just take note of the list of schools above, la salle is at 16th place and out performed by 2 schools from visayas and 5 from mindanao. and i'm sure that the tution fee in la salle is 50% more compared with the private schools in visayas and mindanao. and you can even save more from tution fees if you study in some state colleges which offer socialize tution fees.

what made me think is, expensive tution fee does not make you secure a job when you graduate. and if you apply for the job, don't forget to write the ranking of your school.

wage hike

in light with pgma's order to increase the daily wage pay of workers, a range from p30 to p50 preferably is my guess to be approved by the wage board. this is far to low to the p125 demanded by the kmu group and other groups, like bayan, anakpawis and gabriela. almost half to two-thirds sought by the moderate tucp.

i am just the same with almost all third class workers, but my viewpoints on the increase wage is different from them. i am not against wage increase, of course that will help compensate some expenses like daily fares, but i think p125 daily or p3,000 per month is quiet large enough for the company to give. and what will be the use of the p125 increase if this will also lead to mass retrenchment, mass lay-offs and much worst closure of the company.

there should be a meeting ends with how much will the company is going to increase wage to it's worker's not sacrificing on decreasing it's number of workforce and for the company to grow. of course a company should grow to accomodate other employees and to increase goods or services.

wage hike will also make an impact to small and medium enterprises. we have to consider also that this sudden stiff increases will hit this sme's.

my idea on this wage hike is to make the p125 increase staggered [spread over a period of time]. spreading p125 in 2 or 3 years staggered increase. we have to take note that this p125 wage hike they demand is about 4 years old. they have been pushing this since 2001. if they should have meet something since that time and making this increase spread over a period of time for 3 to 4 years, maybe we have almost p100 increase as of today.

there are really some things that we can't change drastically. increasing the salary to p125 per day suddenly will result something we don't expect to happen, and we know it will turn ugly on some of our friends and maybe on you. i hope it will not...

ntc's draft rules on the voice over internet protocol [voip] mey be "unconsitutional", according to the country's frontline in technology, pldt.

internet voice, also known as voice over internet protocol (voip), is a technology that allows us to make telephone calls using a broadband internet connection instead of a regular (or analog) phone line. some services using voip may only allow you to call other people using the same service, but others may allow you to call anyone who has a telephone number - including local, long distance, mobile, and international numbers. also, while some services only work over your computer or a special voip phone, other services allow you to use a traditional phone through an adaptor.

it's inexpensive compared with the traditional fixed-line call or mobile to mobile calls. the technology is not new, voip started in 1995 in israel. but due to some petitions of pldt and globe to ntc to differ the offering of the voip, arguing that it is a new different technology.

ntc last month, issued a draft rules defining voip as a valued-added service (vas), which would effectively allow even entities without congressional franchises to offer the service. the classification has put local internet service providers and traditional telecommunications companies at loggerheads. [quoted from inq7.net]

for this, pldt sought action, citing some constitutional issues. section 11, article 12 of the constitution, which states: "no franchise, certificate, or any other form of authorization for the operation of a public utility shall be granted except to citizens of the philippines or to corporations or associations organized under the laws of the philippines at least sixty per centum of whose capital is owned by such citizens..."

why pldt has to blocked this voip? it's very simple, and they already acknowledge it last march 02, 2005 article in inq7.net, voip will be the biggest threat in their business this year. eventhough , they engage in some of their business under them, offering voip like the digital paradise which operates the netopia net cafe, it will not create much revenue for the fact that voip is inexpensive.

ntc scheduled a public hearing on voip draft rules in may 3, 2005. i hope their will be no questions now after this public hearing and let voip be offer to the public. after all, it's the public will benefit this technology.

tanay, rizal fire

we visited rem's friend, melay in tanay last saturday [april 23, 2005]. we agreed to drink some booze to celebrate their reunion. so at around 8:00pm we go to tanay's 7-eleven convenience store to buy booze and foods.

when we are already at the place, we notice some people running in the streets. a rice mill razed by fire. luckily, no was injured in the fire and no one is left homeless even their are only two firetrucks from tanay and baras extinguished the fire.

although the fire was extinguished in a short span of 30 minutes it causes great alarm that it may reach the neighborhood near the incident and worst it will raise a level that it's not easy to be extinguished anymore by only two firetrucks.

i hope we will be extra careful to avoid accidents like these, last week more than 500 families in binondo muslim area is left homeless when the area is razed by fire. fire actually cripples our economy down.

unlimited landline vs unlimited mobile calls

to intensify their campaign and to compete to sun's 24/7 unlimited service, globe through their subsidiary innove communications and pldt extend their land line unlimited calls.

if we can still remember, this promo started when sun's call and text unlimited started to take off last october. the 24/7 service of sun cellular formally started last year, november 01, 2004 but the trial of the unlimited service was launch month before november.

to compete, globe and pldt wanted to offer the same but on fixed-line type. a conflict emerged when paptelco [philippine association of private telephone companies] and pt&t compalined aabout the promo to ntc which the commission issued a cease and desist order. this makes pldt and globe [the two giants in mobile communications] through their respective subsidiaries filed a complain to ntc about sun's unlimited service, which they claimed engage in predatory pricing.

when the ntc, didn't acknowledge the complaint filed and letting sun to continue the service, they file again another complain, telling sun's service is way below the ntc mandated quality of service.

sun's position on the hand ask the ntc to change some of it's regulations by setting another quality of service for the unlimited calls.

for sure, ntc will not give favor to sun cellular on changing the quality of service. and that makes sun very serious in expanding their capacity in every site in the whole country, preferably in ncr.

while globe is focus on expanding coverage, sun on the hand is making both capacity and coverage expands.

in conclusion to, consumers of these three companies will be pretty much happy with this promo and service, with the pldt planning to make the telebabad promo permanent and launching it's second phase promo of smart's unlimited text and call.

is smart really blocks calls from sun cellular?

i think smart communications is really pissed off with sun cellular's unlimited service that they block some calls to their network, and delay sms with almost up to 6 to 8 hours.

yes, it's a fact that sun cellular congests their network starting at 4pm. and that is also the reason why smart and globe didn't continue their promos on buffet pricing to avoid network congestion. since sun is an upstart telco, they are very aggressive in expanding their network capacity and coverage.

the tests between sun and smart are supervise by ntc, and they found out that maybe smart is really blocking calls from sun with only 13 calls out of total of 44 came through. worst even text message is delayed not just 1 hour, but 6 to 8 hours.

"congestion may either be due to several factors such as call blocking and restriction. however, it is not conclusive to state that the calls are actually being constricted. this requires that tests must also be conducted on the other end of the interconnection link," the ntc report said.

smart legal and carrier business group head rogelio quevedo said in an earlier statement that sun cellular was just using those allegations of call blocking as a "scapegoat,'' considering that sun cellular's call connection rate was way below the ntc-mandated 93 percent.

tom clancy, my favorite author [because of his jack ryan series books] is turning 58 today. his full name is thomas l. clancy, Jr. he was born on 12 april 1947. he majored in English at Baltimore's loyola college, and worked as an insurance broker in maryland.

in college he dreamed of writing a novel. in 1984 his dream came through and he got his first novel published, the hunt for red october. inspired about a story of soviet frigate's failed attempt to defect to sweden and a deep interest in naval history. consequently the hunt for red october became the first book with the main character jack ryan, former stockbroker and cia employee. ryan has until now appeared in ten books, with the latest titled teeth of the tiger. although he is not the main character, he is the father of the main character, jack ryan jr.

i heard this news last week, asia pacific mobile phones sales up by 24% in year 2004 with nokia leading the pack selling at 50.6 million units.

nokia increased it's total annual sale in the year 2004 by 28% and gaining a 30.8% market share. samsung grabbed the second spot, with sales volume up by 31% or 28.2 million units, a 17.1% market share. motorola came as third with sales of 18.6 million with 11.3% market share.

nokia last year also grabbed the top spot in sales of mobile phone units.

although some massive campaigns and availability in some countries, 3rd generation [3g] phones don't take up much sales.

my entry last april 06, 2005 is about globe not extending their promo on buffet pricing of text and call service. and i think smart's 25/8 will not be extended also. but according to pldt's executives, they are likely to offer the p10 per-call land line promo as permanent.

my analysis, for them not to continue their unlimited promo because of the following reasons:

sun cellular's subscribers take up will not affect them because sun cellular is famous for another set of mobile phone or sim. and for the fact that globe executives said that the market is saturated because mobile market penetration is now at 42%.

it will affect their network, it might congest and result to low quality of service. the problems of network congestion and quality of service can be solve, but it takes enough financial investment, careful planning, and time for integrating the solution. they [globe and smart] are not yet ready to invest in maximizing their network capacity. they are focus on widening coverage, in fact smart covers 95% of the country and globe covers 90% and it will add a thousand cell sites these year.

lastly, offering buffet pricing on the two service might affect their profits next year. i'm sure they already forecasted their increase profits next year, which pldt forecasted last 2003 that their forecasted profits in 2004 is 22 to 25 billion pesos. but they account 28 billion pesos when they revealed it. i forgot the name of the article i read, but their analysis is, if smart will offer the same as sun cellular's 24/7, it will take a big chunk in their 2005 profits.

conclusion, they are only experimenting the unlimited service. financially it will ruin them down and it will affect their "quality" of service.

so that means sun cellular rules. kung smart ka, saan nga ba umiikot and globe? that makes us different sun subscribers.

actually, the title above is really a title of an e-book, a collection of different moods of short stories from a group of bloggers lead by a certain buddy.

i came to know this book when i visited yesterday [06april05] the blog site of sassy lawyer which i visited i think more than 10 times [not really sure].

the title of the entry, frankly speaking, fascinate me, so i read further down and end up downloading the pdf file. altough, i'm not yet finish reading it [i'm stuck in the middle part], the stuffs inside are great and worth reading for. and you can even relate your experience to some of the stories. one of my favorite is the 'kwentong pag-ibig' by coleen. it's kinda not a direct hit on the girl [lol].

truely, the book or the e-book is really a fruit of love.

globe bailing out from unlimited party

yep... it's true, globe telecoms, through its subsidiary touch mobile will not continue its unlimited call and text promo and they said that they are not intend to make the promo which end tomorrow to be permanent.

globe president said that the price war happening in the mobile industry which started by sun cellular is "unsustainable". he added that the promo is not intended to add more subscribers. so that means they are only experimenting the advantage and disadvantage of offering an unlimited call and text. now that it will end by april 7, they have decided that not to join the party anymore.

smart's 25/8 [unlimited call and text] will last until april 10, have no words yet wether to continue to join the unlimited party.

while globe is bailing out from the price war, they asked and urged ntc again, to apply its regulation consistently fair, saying that they are also warned by not selling more subscriptions than they could offer when they have congested their networks last 5 years ago.

globe's conclusion, the new paradigm of pricing created by sun cellular will degrade quality of service and results higher number of dropped calls, which for them is unsustainable if they [globe] will maintain a certain level of quality of service.

but for us that are sick of the p1.00 per message sent and p6.50 per minute call are quiet contented with the sun service for now.

but for sure sun cellular also works double time to increase cell sites and to solve the problem. let's just wait for time and give them room to solve the problem and expand.

jobs for south korea

south korea alloted 14,000 from the philippines out of 72,000 needed workers. the program is under the south korea's employment permit system (eps), which implements proper recruiting of foriegn workers who wish to work in korea. you can click the link above to view more details about the program.

as far as i know, this new allotment is for a second batch. the first batch are scheduled last year in august or september. and i was part of hundreds of thousands who wish to be part of the first batch.

according to poea, the 14,000 jobs are categorize into three: factory workers (10,000), construction workers (3,000) and agricultural workers (1,000) and stock breeding.

the selection of applicants under the new quota will be based on age, relevant work experience, education and training, and the poverty level of the applicant’s home province. those who qualify will be required to submit medical and psychological test results, copies of their passports or birth certificates, and nbi clearance.

and for those who want to be part of the list in this second batch must register online in the poea website, or you can click here to go directly to poea's online registration site.

those applicants in 2004 like me who did not qualify because poea set some priority on "voluntary leavers," those who left south korea voluntarily from september 2003 to february 2004 were automatically included in the list.

i was just amazed that my name is included in the list already, that's what i found out when i was start to register. i commended poea for this great effort they extend.

for those who already applied last year, 2004, you can edit, add, correct data in your online resume.

and lastly, beware of any private company or individual that recruit, register and train applicants. poea and south korea's ministry of labor does not authorize anyone to do such activities.

internet users in the philippines reach 11.8 million last year (2004) according to research firm idc. and according to our own philippine internet commerce society (pics) they are confident that internet users will reach 20 million in 2007. click here to read the news from inq7.net.

how much is that in terms of percentage penetration? estimated 2005 population of the philippines is 84,174,092. taking percentage penetration of 11.8 million to the 2005 estimated population, it's only 14 percent.

but if we take account the data from internet usage world stats particularly the rest of asia, philippines has internet users of only 7.82 million with a percentage penetration of 9.3%. refer to the table below of top 5 asean countries with internet usage penetration.

either one of the two is correct, 11.8 million from idc and pics or the data from internet usage world stats, still internet doesn't really penetrate in most part of the country. and this proves digital divide weight more on non-internet users.

thus internet make a big role in helping boost economy? i think it is, based from the top 24 countries with highest penetration rate, the 24 countries listed are industrialized nations. ict takes a bigger part in boosting economy. and for this, government should act and take more initiative in investing more on ict from training or education to infrastructures.

this is the only way we can compete to the rest of countries.

this day (holy thursday) and tomorrow (good friday) will be holiday that means i can sleep all i want and finish "the bear and the dragon" by tom clancy. but i think 4 days of nothing to do will be pretty boring and manila city maybe boring this holy week [lots of people will be going home to their provinces]. also lots and lots of commercial establishments will be closed, so no movies and mall-ing till friday.

to make out of it, i will be with some friends [ome our host and his gf, susan and maybe countless others i don't know] this holy week in quezon province. i wonder if the culture of the people in this place is the same as what i'm accustomed to.

well they promise me to experience some native booze they have their and to go swimming i think in a creek. and also make a side trip they call it mauban to go swimming in a beach.

maybe this will be a different experience for me here, but i do really prefer to go to nasugbu or matabungkay in batangas. nah... maybe next year perhaps.

the family code of the philippines provides for a legal separation or annulment, due to "psychological incapacity", of a marriage, but not divorce.

under current law, legal separation does not nullify the couple’s marriage and neither can they remarry.

an annulment allows a separated couple to remarry but it has stringent requirements, is costly and takes a long time before it can be granted.

an annulment can be used to void marriages if both husband and wife decide to separate ways for a vast of complex reasons. the annulment law is so complex and very very expensive. thus many filipinos are resolving their separation in their own ways not on legal means.

the catholic church is the very first to opposed the divorce bill, regarding it as "anti-women". but their are lots of womens group in our country points that the catholic church's view on divorce is outdated and out of step with the realities of life in the 21st century.

their are also lots of catholic nation [chile, ireland and spain] who are already legalizing divorce. last year chile, after a bitter eight year fight by the catholic church, managed to overturn a 120-year-old ban on divorce. ireland, another staunch catholic nation, legalised divorce in 1997 while spain managed to change its law in 1981.

legal annulments are very costly and women who can afford it go down that road. the range of cost for filing one is between php50,000 to php100,000 and on top of that, you have the expensive psychologist reports.

but this is not an avenue open to the vast majority of people in the Philippines because they simply do not have the money.

it’s not actually new to me that cassava can be a poisonous plant. when i was a just a kid, two of my friends died because of eating [grilled] not to well cooked cassava. since that, my mother remind not to eat grilled cassava and if we buy cassava native delicacies to check if its well done. and it’s good if its overly cooked she said.

i didn’t know then why cassava could be poisonous, not until today. this is not actually taught in school not even in our chemistry class.

cassava roots and leaves of poorly processed cassava plants contain a substance that, when eaten, can trigger the production of cyanide. an unprocessed cassava plant contains potentially toxic levels of cyanogens called linamarin. actually cassava contains two cyanogens substance, the other one is lotaustralin. since linamarin accounts more percentage of 80%, linamarin is susceptible to be more toxic.

linamarin protects cassava from being eaten by insects or animals. cassava leaves contains more linamarin than roots. this cyanogens substance is important in the transport of nitrogen from cassava leaves to its roots in young plants. so linamarin is transported from the leaves to the roots early in a plant’s life which makes also the roots to contain the cyanogens substance.

the proper processing of cassava – drying, soaking in water, rinsing or baking – effectively reduces casssava’s linamarin content. cyanide forms when cassava is processed. but the toxin is volatile and is released into the air, rather than remaining in the food. correct processing methods ensure that the cyanogens content in cassava plants will be within acceptable range.

linamarin is converted to cyanide when eaten, it has been reported that linamarin is enzymatically converted to cyanide by bacteria in the intestine, and this is absorbed into the blood and then damages neural cells which results death.

but the human body has a natural ability to detoxify small quantities of cyanide, and there is normally a small amount of cyanide and its breakdown products in the body as a result of everyday activities. these activities may include the metabolism of vitamin b12, eating foods naturally containing cyanide (lima beans, coffee, cassava and table salt), exposure to automobile exhaust and smoking cigarettes. in some form, we are exposed to low levels of natural and manmade cyanide everyday without direct major risk to our health.

this is the first word that hit me when i read today’s headline of manila bulletin [3 m student graduating]. of the 3 million graduates this year, 437,000 will be from college[not counting the technical-vocational graduates estimated at 800,000 this year].

wow! another million of newly graduates will be added to 5 million unemployed filipinos.

comparing with other regions, ours is the highest which stood almost at 12%. thailand and malaysia tend to drop theirs while ours continue to rise at a significant rate.

of course there are lots of factors involve, from, to economy, to government initiatives, to research development and others that tend to become a domino effect of problems.
